Paloma Heights, Cimarron Hills, Constitution Hills and Little Ranches are among the individual neighborhoods in El Paso. The city is loosely divided into the East and West sides, and the Lower Valley. City officials endeavor to make the neighborhoods take part in their planning and development, a classic way of helping the individuals take responsibility for the area that results in less crime and vandalism. Neighborhood plans, meetings and events are featured in area newspapers.

Ethnicity makes up the several of the communities in El Paso, but it’s not all about those with a Mexican heritage. The city has an active African American population and several other ethnic groups play a significant role in the development of the communities within the city.
